School Health Advisory Council

A school health advisory council (SHAC) is a group appointed by the school district to serve at the district level. Members of the SHAC come from different areas of the community and from within the school district. The majority of members must be parents who are not employed by the district. Texas law (Texas Education Code, Title 2, Subtitle F, Chapter 28, Subchapter A,_28.004) requires the establishment of a SHAC for every school district.
A school health advisory council (SHAC) assists the district in ensuring that local community values are reflected in health education instruction. Additionally, the SHAC can help a district meet performance goals and alleviate financial constraints. SHACs play an important role in strengthening the connection between health and learning. They can help parents and community stakeholders reinforce the health knowledge and skills children need to stay healthy for a lifetime.
The Student Health Advisory Council is required to meet four times a year. The AISD SHAC has 5 scheduled meetings in the Angleton ISD Transportation Meeting Room from 2:00 PM - 3:30 PM.

Discussed program details which enables families of 4th graders to obtain free National Parks passes. Informed council it has been used in the past with one AISD elementary school and we have introduced it to other campuses for all 4th graders in the district. No vote required.
Longfellow’s WHALE Tales Red Cross Water Safety Dena Bryson AISD
Discussed water safety video course details for second graders in use by one of our elementary schools. We introduced it to other elementary school campuses for use for all 2nd graders in the district. No vote required
New Business
Texas Youth Tobacco Survey Dena Bryson AISD
AISD will administer a tobacco survey from the DSHS and Texas A&M to randomly chosen AISD classes in grades 6-12. Survey data will be collected via an online link anonymously during class and parents have the option to opt out of the survey. This data will be used to assist our local BACODA in identifying needs for tobacco cessation and prevention programs for our district students.Data collected will be shared with SHAC and the School Board in our annual report.
Employee Support Group Francis Martinez AISD Social Services
Item was placed on the agenda following the last SHAC meeting when discussion led to a desire to develop an employee support group led by AISD Social Services. SHAC Council believes this is a need for our district. Lisa Neely motioned and Tiffany Melancon seconded in favor of developing an Employee Support Group. Council voted 10-0 in favor of developing the group and requested a committee led by Francis Martinez, with volunteers Lisa Neely and Dena Bryson to bring back details on how the group will be managed prior to initiating the support group.
School Athel-EATS Abby Zarate representative from Houston Food Bank was not in attendance at this meeting.
Learn Grow Eat Go Texas Agrilife Program Sondra Jones and Anna Duron Texas A&M Agrilife Extension Angleton
Information was shared to the council on the Learn Grow Eat Go program gardening and nutrition program for third graders. Presently they are growing gardens and presenting lessons to students at Central Frontier and Rancho. They would like to expand to other elementary campuses and request parent volunteers to assist with student lessons. Meets some science and math TEKS. Tasting opportunities for fruits and vegetables. No vote necessary due to established programs within the district.

Details of the primarily parent led Fentanyl awareness program for students, employees and parents were discussed showing a short portion of the video they usually present. They discussed important Fentanyl facts, the nation wide crisis, and cases personal to them including their own children. One Fentanyl victim/survivor spoke on addiction and how times are changing causing more concern for fatality even on the first try. One Pill Will Kill. Motioned by Francis Martinez and Second by Tiffany Melancon
Council voted unanimously 10-0 in favor of recommending the program for students on secondary campuses, parents and employees all campuses.
There will be a special session of the SHAC council called for review of the District Wellness Plan and Bylaws. May 23, 2023 initially announced did not work with scheduling of the majority so the date will be announced at a later time.

Narcan/Epinephrine on School Campuses Tanya McCoy RN AJH AISD

Handout: Texas Association of School Boards “What do school districts need to know about Epinephrine Auto-Injectors?”
Information was shared on the current Fentanyl/Opioid Crisis and the potential for anaphylaxis reactions and the current laws that will allow our district to stock and administer Narcan and Epinephrine to students, staff and visitors as a life-saving intervention. Discussed were the necessary district requirements, and organizations that will help the district obtain the medications free of charge and obtain standing physician orders for nurses to have on campus and our AISD officers to carry on their person.
The Council present believes this supports the views of the parents/general public. There was a motion from Sheila Howard and a second by Sonia Davis to recommend implementation of Narcan. There was a motion from Amy Grant and a second from Sonia Howard to recommend implementation of Epinephrine. The vote was unanimous in favor of both.

Information was shared on the current vaping crisis in the country and Brazoria County with guest Kyle Teat, Chief Juvenile Probation Officer, discussing current enrollment in JJAEP due to vaping with THC. BACODA has presented to JJAEP students in the past and would like to focus also on prevention, offering a presentation in the classroom to AJH students in small groups/organizations. They also have a presentation, “Hidden in Plain Sight”, for parents and teachers. The council present believes this is of great need in our community and would also recommend the presentation in the classroom at the AJH level. Motion from Amy Grant second Sonia Howard. Voted unanimously in favor of parent, student and teacher presentations.
Employee Wellness Program Dena Bryson RN Health Services Coordinator AISD
Open group discussion
Information was shared with the council on two employee exercise programs, Zumba and Yoga. Discussion on how exercise programs may improve the mental and physical wellness and retention of our staff. It is recommended that we begin with two of our teachers on an alternating daily schedule, M-Fri, using one of our district locations at no charge to them. Motion from Amy Grant Second from Coach Mitchel Hernandez. Voted unanimously to recommend instituting employee exercise programs using district buildings at no cost for two approved employee instructors.

Discussed implementing this Trauma Informed Care program for all campuses in AISD grades Early Learning to Grade 12. Handle With Care is a coordinated mental health care program. If implemented, AISD would request collaboration with Angleton Police Department, local EMS, Brazoria County Sheriff's Office and the Brazoria County District Attorney’s Office to provide a quick method of communication for those students involved in a traumatic incident outside of school so that our staff could be aware of the potential needs of our students. There would be no sharing of details of the incident, only the name, date and school attended and the words “Handle With Care”. This information would be shared with only those with a need to know. All staff would receive training. Counseling would be given if needed. This does not replace the reporting to CPS for incidents presently reportable by law. This program was recommended by the council to be presented to the Counselors and Social Workers of AISD and, if adopted, a committee of organizations/AISD representatives would be formed to develop the communication details and district protocols. A motion from Francis Martinez Second Coach Brittany Staggs voted unanimously in favor of recommending the program for AISD.
The next meeting date will be rescheduled due to district testing.
